Her problem is a rebellious attitude and a drug problem. societies problem is she could have a long life ahead of her and she will continue to commit crimes to support her drug habit and we just don't seem to learn that locking people like her up in jail or prison does no good because once they are released they have little choice but to go back to the life they were living before their arrest.

There is a better way.
