A new way

I was watching a video of the huge tidal wave that hit Japan and thinking about all the damage done and I got to thinking about insurance and it seems we americans have been going about things all wrong. When we purchase a car or a house, we don't actually own that property until it is paid for so I think the actually owner of the property should be the one required to pay for the insurance, which is in most cases the bank.
